Where do I start?

Everyone must have an ELIS account to register, renew, or apply for licenses or endorsements.

• Go to www.isbe.net
• Click on "Log Into ELIS"
• Click on "Educator Access"
• Click on "Click Here for First Time Access to the ELIS System" or "Sign Up Now"
• Fill out all personal information required and click continue.
• On the next screen, you will have a confirmation screen – click continue.

Educators completing an Illinois Educator Preparation Program

If you are completing an educator preparation program at an Illinois institution, please work closely with the institution to ensure their specific requirements are met.

Out of State Applicants

1. ISBE is currently offering full reciprocity to educators who have a Bachelor's degree and a valid license from another state.
Upon evaluation, additional documents may be requested by ISBE prior to the license being issued.

If you hold a valid out-of-state educator or school support personnel license, you will qualify for an Illinois Professional Educator License, with endorsements as similar as possible to the out-of-state license.
A minimum of a bachelor's degree from a regionally accredited institution is required

To Apply:

Log into the Educator Licensure Information System (ELIS) at www.isbe.net

• Click on “Teachers”.
• Click on “Log in to ELIS”.
• Click on “Login to your ELIS account” under “Educator Access”.
• Select “Click here for first time access to the ELIS system” on the right side of the page, or enter your login and password if your ELIS account has already been created.
• Once you fill in all of the required fields, click on “continue”.
• Once logged into ELIS, you will click on “Apply for a Credential", then choose Professional Educator License” (PEL) and follow the application wizard. Application fee is $150.00 plus transaction fee. All fees are paid online with a debit/credit card. The Regional Office of Education cannot accept any payments in the office.

You may upload a copy of your active out of state license to your ELIS account, or you may send a copy of your active out of state license to maschroader@madisoncountyil.gov.

You will also need to send an official sealed copy of your transcripts to us. It must be from a regionally accredited university.

2. If you completed an out-of-state program but were not issued a license, or your out-of-state license has expired, you must meet the following requirements:

A bachelor's degree or higher from a regionally accredited institution of higher education
Proof of completion of a State Approved Program (Use form 80-02: State Approved Program and Completion of Standards Verification). This form will include the following:
- Student teaching or equivalent experience
- Completion of coursework addressing methods of teaching exceptional children, reading methods, content area reading, and methods of teaching English learners
Licensure Tests: All test scores are valid indefinitely. View the options below to see the required tests for each area. Click here to register for the tests.

Please follow the directions above on how to apply on ELIS for your Professional Educator License(PEL).

Once a License has been issued, you will need to log into your ELIS account and Register your License in Region 41- Madison County. Your license is not valid until it is registered.

To Register your License:

Log into your ELIS account
On Home Screen, in the Action Center, Click on the "1" next to Registrations.
Answer the legal questions
Choose Region 41- Madison County to Register in
Proceed to Payment page to pay the registration fees

Endorsement Application Process

To determine the requirements for endorsements, check this link: PEL Teaching Endorsements
• To apply for an endorsement, log in to your ELIS account at www.isbe.net
• Click on “Log in to ELIS”
• Click on “Login to your ELIS account” under “Educator Access”
• Type in your user name and password
• Once logged in, click on "Apply for a Credential"
• Click "Add Endorsement" and follow the steps. You will pay $50.00 plus convenience fee. Payment is made online with a debit or credit card. The Regional Office of Education cannot accept any payments at the office.

If the courses for your endorsement are not already on file, send an official sealed copy of your transcripts to us. It must be from a regionally accredited university and it must include the courses to satisfy the endorsement requirement. Courses need to be at the 100 level or higher, and with a grade of a C- or higher

To schedule your Content Area Test, please go to: Illinois Licensure Testing System

Test scores get sent directly from Illinois Licensure Testing System to ISBE to upload to ELIS. This process generally takes 3 weeks from the date of test.

• The application can take 2-3 months to be evaluated and possibly issued.
• If any requirements are not met, a deficiency letter will be issued on your ELIS account. You will have 2 full fiscal years to clear the deficiencies.
